This 7 July 2005 report is a collection of papers written at the For Official Use Only level between 30 May 2003 and 27 August 2004 by the CIA Counterterrorism Center’s Office of Terrorism Analysis. It is titled "A Collection of CTC/OTA’s Papers on Al-Qa‘ida’s Threat to the US Homeland".
The material contains the telephone numbers of the authors, and so may be easy to verify.
